PS TSC charges Ekiti Bursars on efficient management of school finances

Ekiti State Bursars have been charged to have a good mindset and the need to build more cordial relationship in the discharge of duties to enhance effective and efficient management of schools finances.

The Permanent Secretary of Ekiti State Teaching Service Commission Mr Michael Omolayo gave the charge at the interactive session with the Bursars of public secondary schools in Ekiti held at Christ School  Ado Ekiti.

 Omolayo described Bursars as principal officers in the financial management in schools .

He called that there must be synergy between them and the Principals at all times and familiarise themselves more with the Teaching Service Commission Manual.

PS cautioned against arbitrary spending in schools without official  approvals and directed that management decisions as well as approvals should be documented in the files is official  while verbal approval is not recognized or accepted in public service.

TSC Boss advised that truancy and late coming should not be condoled in any school and proper permission should always be taken from Constituted Authorities before going out.

He admonished them to reciprocate government gestures through hardwork and commitment to duties.

He disclosed that  the Commission will conduct training and retraining programs for the relevant personnel of TESCOM and participants  would be evaluated before and after training programs ( pre- and post evaluation).

In his address ,the Permanent Secretary Bureau of Central Internal Audit, Mr Babatunde Adesola explained that Auditing is about due process which will not tolerate refraction noting that all money should be judiciously spent and accounted for.

He advised that there should always be delegation of duties where hierarchy must be followed noting that financial administration book should always be read to guide them in the rules and regulations of the job.

Adesola stressed that Bursars represent State Accountant General in all schools who is a sub accounting officer entrusted with the receipt custody and disbursement of public funds.

He stressed that the duties of both Principals and Bursars should complement each other to achieve corporate goals for the development of schools.

He highlighted more of the duties of Bursars to include preparing payment vouchers for all approved expenditure and facilitate payment, preparing Personal Emolument Card(PE)and other related document for payment of salaries and allowances, preparing School Annual financial statement and hosts of other duties.

In his response the State Chairman Conference of Bursars of Secondary Schools (COBUSS) Comrade Rotimi Akinwande lauded the initiative of the interactive session and pledged his loyalty on behalf of others to put in their best to justify the confidence reposed in them by the government.

He appealed for more training workshop and seminar for Bursars, the use of seniority lists in their postings/redistribution to Schools always and provision for more security Personnels in Schools.
