INEKITI STATE WATER AND SANITATION REGULATORY AGENCY (EK-WASRA)

INTRODUCTION

The Ekiti State Government, through the Ekiti State Water and Sanitation Regulatory Agency (EK-WASRA), seeks to engage qualified Information and Communication Technology (ICT) firms in Nigeria for the development and implementation of a Regulatory Data Management System for the Agency. This initiative is part of ongoing efforts to strengthen regulatory data management and enhance oversight in the water and sanitation sector.

2.0 SCOPE OF WORK:

1: Development of Regulatory Data Management System for Ekiti State Water and Sanitation Regulatory Agency (EK-WASRA), State Secretariat, Ado - Ekiti

3.0 MANDATORY REQUIREMENTS

Interested Contractors are to submit along with their bids the following documents:

a. Evidence of Registration with the Corporate Affairs Commission (CAC);

b. Current Tax Clearance Certificate of Directors;

c. Evidence of Registration with the Ekiti State Bureau of Public Procurement;

d. Company's Audited Account for the last 3 years (2023, 2024, & 2025);

e. Evidence of financial capability from reputable Bank(s);

f. Company's profile, organogram and resume of relevant key technical staff (Site Engineer/Manager, Electrical Engineer, Computer analyst including individual attestation of availability and experience in similar projects. (Include copies of professional certificates with seal and endorsement);

g Verifiable evidence of similar projects previously undertaken, including letters of awards and Completion Certificates within the past ten (10) years; indicate the financial value of these similar projects, which must be at least 50% of the value of the bidders current bid price.

h. Evidence of payment of Tender Fee.

i. Instruction to bidders and Bid Submission Sheet (which are included in the tender documents issued by EK- WASRA) must be fully signed and enclosed in the bids to be submitted.

4.0 COLLECTION AND SUBMISSION OF TENDER DOCUMENTS

4.1 COLLECTION OF TENDER DOCUMENTS

Interested bidders are to obtain tender documents from the EK-WASRA Office, Basement, PENCOM Building, State Secretariat, Ado – Ekiti on payment of corresponding tender's fee. The tender fee is to be paid to the designated account provided by EK-WASRA. Collection of tender documents shall be between 9.00 am to 4.00 pm, Mondays to Fridays, except on public holidays.

EOI documents shall be in two (2) sealed envelopes (Technical and Financial), clearly marked: “EXPRESSION OF INTEREST FOR THE DEVELOPMENT OF THE EKITI STATE WATER AND SANITATION REGULATORY DATA MANAGEMENT SYSTEM”, and addressed to:

Ado Ekiti, Ekiti State.

4.2 SUBMISSION AND OPENING OF TENDER DOCUMENT

Deadline for submission of tender: 10^th  April, 2026 by 11am

Opening of Tender document will be by date at 12 noon

Venue - Conference Room, Cabinet and Special Services Department, Governor`s Office, Ado-Ekiti.

 

The representatives of the bidders and the general public are invited to witness the public opening of bids.

 

5.0 CLARIFICATION / PRE-BIDDING MEETING

Interested bidders are invited to a mandatory site visit and clarification meeting and live system demonstration which will hold on the  25^th  March,  2026 at  EK-WASRA office, Basement, PENCOM Building, State Secretariat, Ado – Ekiti.

All expenses incurred in preparing “Invitation to Tender” response and all expenses otherwise associated with “Invitation to Tender” responses shall be borne solely by the prospective contractors.
